I am on the Lyons (CO) Planning & Community Development Commission and we are trying to develop an easy "one-pager" Fiscal Impact Analysis that we can give to applicants such as developers to include in their package.

The FIT tool, developed by the Federal Reserve, is a good place to start a customization. http://www.federalreserve.gov/forms/fiscalimpactrequest.cfm

The WebLOCI tool offered by Georgia Tech. The license for WebLOCI is not expensive if you need the software as well. http://webloci.innovate.gatech.edu
