South Dakota Rural Enterprise serves South Dakota with financing programs such as the Capital Investment Fund and the South Dakota Community Capital Fund for community development institutions, revolving loan funds and economic development corporations, and by bringing new products and services into the rural economic development market.

These innovations are in direct response to the unmet needs of communities, economic development groups, revolving loan funds and other community development entities - many of which do not possess the resources to explore solutions on their own. South Dakota Rural Enterprise researches and adapts strategic products, services and training programs from other states and agencies to the specific needs of South Dakota, "test-marketing" new strategies in pilot programs, defining parameters and determining their potential for local success.
